Burlington-Wray transmission line project

 

 

 

230 kilovolt transmission lineLoad growth and new generation resources, including wind power, have put a strain on the existing transmission system of the eastern plains of Colorado.

 

Tri-State is proposing to build a new 230-kilovolt (kV) transmission line between existing substations near Burlington and Wray, CO. The project area for the 50- to 70-mile line would include portions of Yuma and Kit Carson counties.

 

The proposed line, which completes a 230-kV path, would:

 

  • relieve area transmission constraints
  • improve system reliability
  • allow full dispatch of local generation
  • enable more economical and reliable load serving
  • accommodate renewable energy growth

 

 

The Colorado Public Utilities Commission issued Tri-State's Certificate of Public Convenience and Necessity (CPCN) on January 12, 2011 for the Burlington-Wray transmission line.  Construction is scheduled to begin in 2014. The line is expected to be in service near the end of 2015.

The United States Department of Agriculture’s Rural Utilities Service (RUS) and Tri-State are hosting two public scoping meetings to review and comment on the proposed Burlington-Wray 230-kV transmission project. RUS is holding public scoping meetings and preparing an Environmental Assessment (EA) to meet its responsibilities under the National Environmental Policy Act (NEPA) and 7 CFR part 1794 in connection with potential impacts related to Tri-State’s proposed project. The Burlington-Wray 230-kV transmission project (proposed action) consists of constructing a new single-circuit 230-kV electric transmission line between the existing Burlington Substation in Kit Carson County and the existing Wray Substation in Yuma County. Tri-State is requesting that RUS provide financial assistance for the proposed action.  RUS will conduct public scoping meetings in an open house format to provide information and solicit comments for the preparation of the EA.

 

Please note there are no formal presentations at the open houses. Materials displayed also will be available for reference at the Wray Public Library and the Burlington Public Library.
